The Draft
Draft Method: Serpentine (1-10, 10-1)
Rounds: 26
Each franchise is required to draft
2 defensive units, 2 special team units and 2 Head Coaches.
Draft order is determined by random draw in the
reverse order of the previous years standings.
The Draft order will be drawn in the presence of the
commissioner with no less than 50% of the league present, no later than 3 weeks prior to draft day.
Each franchise is allotted 2 minutes to make their selection through the first 10 rounds. For rounds 11 through 26 each team is allotted 1 minute to make their selection. If a franchise does not make their selection within the given time they will have 15 seconds immediately following the next pick to make their selection.

Every franchise is required to have 2 Defenses, 2 Special Teams and 2 Head Coaches on their roster at all times.

Each franchise MUST be able
to FILL THEIR STARTING LINEUP with eligible players EVERY WEEK. If a franchise
fails to have an eligible player for every spot in his starting lineup he will be
fined 50 points and a transaction.
An ineligible player is a
player on IR or on a bye week.
An ELIGIBLE PLAYER is a player on any NFL roster,
not on injured reserve, and not on a bye week.
Transactions
No transactions are allowed beginning after the draft until the Monday
before the first game, with the exception of any franchise that has lost a
drafted player due to being cut or placed on injured reserve. Normal transaction rules apply for this
circumstance except it does not count as one of your allotted transactions.
This transaction must be made before the first game of the season. If a cut
player is picked up by any team before he is replaced the free transaction
is not allowed.
Beginning the Monday before the first game of the
season each franchise is allotted 8 transactions through week 13. All
transactions over 8 will be assessed a $10 fine. After
week 13, all transactions will cost $10.
All
transactions made between 8 am CST Monday and 10 PM CST Wednesday are
subject to clearing waivers (conditional claims also accepted)
From 8 a.m. CST Thursday morning until 11:59 a.m. CST Sunday all players are taken on a first come
first serve basis. Any player dropped from a roster may not be picked up until
the following week.
Clearing Waivers
We will use a blind bidding process for making claims
between Monday and Wednesday, if 2 or more teams bid the same amount on a player
the commissioner will perform a coin toss to see which franchise is awarded the
player.
Conditional Claim
A franchise may make a claim on a second player,
assuming he does not get his first pick.
For instance, lets say Marvin Harrison and Randy Moss are
both available. A franchise can claim Randy Moss and on the condition that
franchise does not get Randy, claim Marvin also. If the franchise gets its first choice it then loses any claims on their second
choice.
Rules Committee
The rules committee is made up of 3 franchise owners. The commissioner is not eligible for the committee. On draft day each team will vote for 3 people. The top 3 vote getters will be the rules committee. The function of the rules committee is to handle any and all issues that arise when a team feels it is not being treated fairly, or disputes a decision, made by the commissioner. A franchise owner must submit his dispute in writing to the commissioner and the rules committee. The dispute will be forwarded to all franchise owners by the commissioner. A 2-1 vote by the rules committee will overrule the commissioner.
During the month of June, there will be a rules meeting to clarify existing rules and discuss future changes. Any changes will be voted upon on draft day before the draft, however if the rule change was NOT discussed and clarified at the rules meeting it will not be considered. Also, a franchise owner may not protest a rule if they did not attend the rules meeting.
